Conflict and Conflict Resolution In The Sahel: The Tuareg Insurgency In Mali (1998) By Kalifa Keita
 
The recent history of the west African country of Mali provides a useful model of how fragile, emerging democracies can pursue political reform during times of severe ethnic strife and insurgency. Since 1962, Mali has faced two rebellions by dissident Tuaregs (a nomadic, pastoral people). The first rebellion was suppressed in 1964 with considerable violence, and Tuareg grievances were not resolved. The second rebellion ended in 1995 as a result of consultation and compromise. During a difficult period of national political transition, the government of Mali then endeavored to address the root causes of the violence, achieving a remarkable national reconciliation. A significant aspect of the reconciliation involved changes in the Malian Army. This paper examines the two rebellions and their causes. It then analyzes the process of conflict resolution and national reconciliation.
