Argues that there is a need for a differently structured defence force and new strategy and planning concepts now that the primary objective of Australian defence policy is the direct security of the Australian continent and its maritime approaches. Limited changes have been implemented, but the ability to meet priority defence contingencies continues to be seriously inadequate, and a vigorous program of reform and restructuring is required.
